3.If only a local place is supplied, the question mark follows the local place.

4.If a local place and the larger jurisdiction are supplied, the question mark follows the local place if the local place is uncertain, but the larger jurisdiction is known; the question mark follows the larger jurisdiction if it is uncertain that the resource was published in the larger jurisdiction
