Surrogates:

A surrogate is a substitute for the issue on which the description of a resource is based. The purpose of a surrogate is to provide documentation for use in authenticating and modifying CONSER records. The use of a surrogate is noted in the 588 description based on and latest issue consulted notes.

Situation 1: Photocopies and scanned images of print used as a surrogate:
