Adding notes to the Authorities Committee in authority records

Any note or comment relating to the records that should be taken in consideration by the Authorities Committee in the review process should be added in a 946 field. This field is non-public and will not remain on the record once it is produced.

A 946 is now mandatory for updated records.

Language is not prescriptive. Avoid using delimiters in this field.
